Vehicle crime accounts for around one in five recorded offences
committed in England and Wales each year.
That means around 1 million offences each year.
Figures recorded by the police for the last five years and
published by the Home Office in statistical bulletins show the
scale of the problem:

The recorded crime statistics for the last decade
show seven consecutive years of falling rates of recorded crime. The
percentage reductions are shown below.

Since April 1998, recorded crime figures have also shown offences
of vehicle interference and tampering. In 1999/2000, there were
56,521 such offences recorded. However, the Government’s target of
a 30% reduction in vehicle crime by March 2004 is to reduce thefts
of and from vehicles by 30% over 5 years. Vehicle
interference and criminal damage do not form part of the target That
is because a clear and successful focus on the largest categories of
vehicle crime - theft of and from a vehicle - will deliver
the greatest contribution to achieving that target
