
Intelligence sharing
There is a
need for better intelligence at ports of entry and embarkation,
and better intelligence with regard to the movement of
traffickers.
During the
course of any investigation of a suspected trafficker much
intelligence can be gleaned and it should be passed between the
appropriate agencies.
As more
services are provided for victims, they are likely to share their
experiences with those who are helping them far more than they are
likely to talk with police and other officials. It follows that
intelligence needs to be shared between agencies and law
enforcement.
To gather the intelligence and manage the
sensitive security issues that surround it, it is necessary to
develop a local protocol to regulate the recording, evaluation and
exchange of the material between law enforcement agencies and
inter and non-governmental organisations.
There also needs to be improved sharing of
intelligence on a national basis – particularly as trafficked
victims are likely to be moved around the country. Key contact
points need to be established locally to facilitate this sharing.
