
Appraising Options
Once ideas have been generated, the preferred options need to be appraised. This
process is critical. To achieve their full potential, the measures introduced need
to be based on a clear understanding of:
WHY they are expected to work (what mechanisms they will use);
and,
WHAT needs to happen for them to succeed?
Rigorous option appraisal will help identify the most effective - and cost effective
- options. It will also highlight ingredients that are crucial to success when it

A proven model for addressing repeat victimisation was developed as a demonstration
project in Huddersfield, West Yorkshire, and adopted by many police forces. This
is known as the ‘graded response’ model and details of it are given in the section,
Tackling Repeat Victimisation. (Insert link to Tackling Repeat Victimisation section)
This model provides a useful structure for implementing a strategy to reduce repeat
victimisation but the measures used within the approach still need to be assessed
as above.
