
Recorded Crime
Most police forces have an element of both rural and urban areas,
to varying degrees. 1991-census information has been used to group
forces into seven bands depending on their ‘urbanness’.
Urbanness is defined as the proportion of the population living
in areas with at least 20,000.
The forces contained in each of these groups, together with their
Urbanness rating, are as follows;

The linked table shows the percentage changes in recorded crime
for the twelve months to March 2000 compared with the previous
twelve months for each of the bands.

The main points from this table are:

Total recorded crime has fallen in forces with less than 40%
urbanness. These might be considered as the only genuinely rural
forces, even though up to 35% of the population actually live in
urban areas.

Dyfed-Powys, the most rural force, recorded a 3.6% fall, and
there were also falls in North Yorkshire (-3.2%) and
Lincolnshire (-1.1%).

North Wales’ increase of 1.7 per cent was still less than
half the England and Wales rate of 3.8 per cent.

Theft and burglary have fallen in all the force groupings
except the most urban (i.e. 90-100%).

Within theft, thefts of and from vehicles have also fallen in
all groups except the most urban. The largest percentage falls
are however not in the most rural but in the more urban groups
(70-80% and 80-90%).

Violence against the person and robbery has risen in all
force groups, but sexual offences have fallen in the more rural
ones.
