Estimating Costs

  1. Define intervention, its objectives and the mechanism through which inputs have led to impacts and outcomes

  2. Identify personnel who contribute to the objectives and outcomes identified and ascertain what proportion of their time should be counted as contributing

  3. Use figures for the national average cost of different personnel of different grades to calculate the direct cost inputs to the project or mainstream service.
