Additional Issues Faced by Vulnerable Groups
The factors spelled-out above are general, and can affect
any individual regardless of other societal and personal
factors. In the following sections, we identify particularly
vulnerable groups, highlight the additional factors that may
be particular to them, and illustrate what practitioners
across the country are doing to overcome these factors and
reduce the fear of crime in these groups.
The six vulnerable groups identified in this strategy

It should be noted that many people, especially those who
are most likely to be fearful, will belong to more than one
vulnerable group, e.g. older people with disabilities, or a
BME victim of crime. The groups are not mutually exclusive.
