Local Area Agreements
Local Area
Agreements (LAAs) are a three year agreement that sets out the
priorities for a local area, agreed between central
government, a local area (Local Authority and Local Strategic
Partnernership) and other key partners at local level.
The primary
objective of an LAA is to deliver better outcomes for local
people. The secondary objectives are:

Improve central and local government
relations
-
Enhance efficiency
-
Strengthen partnership working
-
Enhance leadership by local authorities
The LAA should therefore be
clearly outcome based and enable local authorities and their
partners to deliver these outcomes in a way that reflects
local priorities. The LAA should reflect the local Sustainable
Community Strategy, which in turn should reflect other
strategies such as the Local Neighbourhood Renewal Strategy,
Crime and Drugs Strategy, the Children and Young People’s
Plan, the Regional Economic Strategy and other relevant
strategies. The LAA should therefore be the practical
expression of the local sustainable community strategy.
The agreement is made up of outcomes, indicators and targets
focusing on local priorities. They are grouped around four
blocks which provide very wide ranging coverage of issues in a
local area:
