
Offender search theories
These describe how offenders find their targets
while these targets go about their normal business (e.g. going to and from work, school,
shopping, or socialising). These are most concentrated at locations of activity.
People who do not operate along the routes or near the locations used by offenders
will have a lower risk of being victimised, but those close to areas of offender routes
and their operating locations will have an elevated risk of being a victim of crime
or disorder.
