
Racism
Racism can be linked to anti-social behaviour:
In September 1998 racially aggravated offences were introduced under the Crime
& Disorder Act 1998. 31 The Act amended
the following offences to create new ones with higher maximum penalties where the
circumstances of the offence had been racially aggravated; these were other wounding,
harassment, common assault, and criminal damage.
Police forces began recording these offences separately in April 1999. Prior
to that they were included in the original categories.

Research from 1995 identified that Three
fifths of people subjected to racial harassment said that they had
been victimised more than once in the past year and almost 255
people were victimised five or more times in the past year. 33
