“The Perpetrators of Racial Violence and Racial Harassment”, Home Office Research Study 176 (1997) by Rae Sibbit, reports on research into the perpetrators of racial harassment and violence and provides insights into the causes of behaviour and suggests issues which agencies need to tackle.

This report broke new ground in its study of the perpetrators of racial harassment. It came at a time when we were witnessing a shift in attitudes towards crime and disorder in general, and particularly in the way in which we respond to racially motivated crime and harassment.

The report provides insights into the underlying issues which agencies need to address if they are to undertake effective work in this area.
