Setting the scene In drawing up and implementing strategies for reducing crime, Crime and Disorder Reduction Partnerships should consider and reflect the views and concerns of all sections of the communities they represent. Partnerships which engage effectively with all parts of the community in identifying local crime problems and potential solutions, are more likely to develop strategies which meet the concerns of all parts of the community. Partnerships should make particular efforts to involve those groups who are most vulnerable to victimisation – often those least able to get their views and concerns across; and often those with the most helpful and constructive things to say. Minority ethnic communities often fall into this category. A failure to engage can deepen the sense of isolation within such communities and, by failing to recognise their needs and concerns, build an inherent discrimination into local crime reduction strategies.
