Vulnerable groups Fear of crime has a particular impact on a number of vulnerable groups. People who have already been victims of crime have higher levels of fear and other groups such as the elderly, minority ethnic groups, women, and those living in high crime areas. A number of factors appear to be at play in causing increased fear: · Greater exposure to crime · Heightened concerns about the impact of crime · A greater sense of vulnerability – i.e. an inability to take action to prevent crime Targeting such groups with information that helps to increase, rather than undermine their sense of security, and by encouraging them to take personal action to improve theirs and the community’s’ security are crucial communication challenges.
