Key points from the presentation:

  • Project management should start before the project.

  • Interventions should be driven by analysis.

  • Projects should be clear about what they can do.

  • Project plans should be drawn up with realistic timescales.

  • Projects should be monitored closely.

  • Do not be afraid to make alterations to the original project plan - this is good!

  • Plan an exit strategy into every project.

  • Be selective about outcome evaluation, but always assess what was learned from doing the project.

Key points from the discussion:

  • We are too funding driven within projects, therefore we are in danger of doing projects just to access funds and do not use problem-solving methodology.

  • There are not sufficient resources to effectively conduct project management and evaluation.

  • There are too many short-term projects.

  • There is insufficient baseline data to assist with effective evaluation.

  • It is difficult to deal with local issues, and meet national targets, and evaluate effectively.

  • Staff are just expected to have the skills.

  • There is no Training Needs Analysis, and where is the training?

  • Some projects just show outputs instead of outcomes.

  • Myths - staff feel they have failed if, during monitoring, they find major changes are needed.
